Manufacturing capacity is only a promise until it is documented, approved and built. In January 2024, our technical renovation project — an annual capacity of 2.2 million pairs of eyeglasses — entered formal environmental impact assessment (EIA) review with the Ouhai District ecological environment authority in Wenzhou, a public, government-supervised step in our capacity upgrade program.
What the Project Covers
The renovation project is registered under Wenzhou Ouhai Dongtian Eyewear Manufacturing Co., Ltd. at our production site on Jingyu Road, Louqiao Street, Ouhai District — the heart of one of China’s five major eyewear manufacturing bases.
Technical renovation (“jigai”) projects like this one upgrade existing production rather than simply adding square meters: newer equipment, cleaner processes, better energy efficiency and higher output per line. The formal EIA filing covers the environmental review of those upgraded processes — emissions, waste handling and noise — under China’s Environmental Impact Assessment Law and Zhejiang’s construction project environmental regulations.
For buyers, the significance is straightforward: our capacity figures — PC 700K, TR90 200K, acetate 150K and metal 150K pairs per month, plus 6.5 million lenses per month from our in-house lens workshop — are backed by continuously upgraded, compliance-audited production, not aging equipment at the end of its life.
Why Capacity Investment Matters in a Tariff-Driven Market
Recent years have taught global buyers an uncomfortable lesson: supply shocks arrive faster than new suppliers can be qualified. When US tariff policy shifted sharply in 2025, many importers discovered that their backup options were either too small, too slow or too unproven to absorb displaced volume.
Our answer has been to invest on both sides of the risk equation:
- In China — this 2.2 million pairs/year renovation keeps our Wenzhou base modern, efficient and compliant, protecting the fast-turn, full-category OEM/ODM programs that depend on mature supply chains.

Public EIA review is one of many compliance checkpoints we maintain — and a useful due-diligence signal for any buyer auditing suppliers. Government filings, factory audits and certifications together form the paper trail that separates established manufacturers from assembly workshops.
Dongtian’s compliance stack includes:
- ISO 9001 quality management
- CE and FDA product compliance, including FDA drop-ball testing for sunglasses
- BSCI and SEDEX social responsibility audits
- GRS certification for recycled acetate programs
- HIGG facility environmental measurement
